Guidelines For
Community Grants
Review
Criteria: Panelists use the following indicators to evaluate how well
each applicant addresses the three ONAP criteria. Each application is
judged on its own merit.
Benefit
to the Oneida Community:
Why is this project necessary?(40 points)
An unmet need in the community has been identified
and this project addresses that need.
The project
promotes inter-generational learning and/or youth involvement.
Quality
of the Project: What is this project?
(30 points)
The proposed activities are clearly explained and
are consistent with the organization's mission.
The artistic and technical expertise is of an appropriate quality
for the activities.
Proposed program component and activities appear to be appropriate
in light of the project goals.
Management:
How will it be managed? (30 points)
Applicant is an appropriate sponsor of the activity.
There is appropriate staffing (paid or volunteer) for administering
the project.
There is adequate planning to insure successful implementation.
The implementation of the project is clearly explained and logical.
Estimated expenses and budget appear reasonable.
Demonstrated community support through partnerships.
The audience has been clearly identified and estimated attendance
figures appear reasonable in light of past efforts.
Appropriate promotional efforts will be made to inform the
general public about activities, including strategies for reaching the
community.
Who May
Apply (applicant must
meet one of the following conditions)
The applicant must hold tax-exempt status under
Section 501 (c) 3 of the Internal Revenue Code; or
The applicant must be an Oneida Tribal Program whose mission is
to provide a community service.
The applicant (a community group) is using a separate not-for-profit
organization as a fiscal sponsor.
Eligibility
Applications who do not meet the eligibility requirements will
be ineligible for panel review and will be returned to applicant.
Requirements
Applicant must contact ONAP staff about the proposed
project prior to application due date.
Applicant may not receive funds for this project from the Northeastern
Arts Council, Fox Valley Arts Alliance, or any other organization receiving
regranting funds from the Wisconsin Arts Board.
Application must be received in the office, or post marked by
due date.
Project
activities must occur during the specified grant times. Please check
timeline.
If past grant awardee, applicant has submitted final grant report.
The fiscal
sponsor,
as well as the grantee organization, is fiscally and legally responsible
for any grant award. The fiscal sponsor, with the applicant organization,
signs the grant application. In addition, a written contract between
the organization and the fiscal sponsor specifying the responsibilities
of each party must be submitted with the application form.
Activities
Not Funded (however,
may be used as cash match in a project)
Purchase of capital equipment (items costing more
than $300 with a useful life of more than one year) or capital expenditures,
e.g., renovation of existing facilities;
Prizes or awards.
Refreshments or receptions.
Activities not open to the general public.
Grant
Amounts and Matching Requirements
Applicants
may request up to fifty percent of the total project costs.
Grants must be matched at least dollar for dollar in either cash
or a combination of cash and in-kind contributions.
At least one-half of the amount requested must be matched with
cash.
Salary expense is considered a cash match.
In-kind
contributions are goods
or services contributed to the organization by individuals, other agencies,
or businesses that have a demonstrable cash value. These may include
items such as donated or discounted space and equipment rental, printing,
advertising, or other services. In-kind contributions are valued at
fair market price and must be documented and capable of being verified
upon request. The time of any nonprofessional volunteers will not be
considered in-kind contributions.
DAP
Peer Panel Review Process
Once
an application is eligible, a community panel is assembled to review
and discuss applications. Each application is reviewed on its own merit
using the review criteria. Panelists score the application on a 100
points basis and the application is given a composite score.
A panel is comprised
of individuals from the Oneida community, the arts community, and the
not for profit or business community with expertise in arts, business,
or community affairs. The panels are chaired by an Oneida Nation Arts
Board member who facilitates the meeting as a nonvoting member of the
panel.
Panel
Meetings
All panel meetings are open to the public. Applicants
will be notified of the panel meeting date, place and time at least
one week prior to the meeting.
Applicants are
encouraged to attend the meeting as, panelists may ask for clarification
from the applicant as it pertains to the review criteria. Applicants
for Community Awards and Artist Development Awards may make a five minute
presentation on their project.
Reconsideration
Policy and Appeal Process
The reconsideration policy is designed to review the
method and fairness of the ONAP panel process concerning a grant application.
The subjective panel's evaluations of artistic quality or merit, the
quality of the artistic activity, or the artistic work of an individual
artist are not subject to appeal. The amount of the grant may not be
appealed.
Applicants may
request reconsideration of a funding decision if the applicant can demonstrate:
1. The panel or review team used incorrect review criteria; or
2. There was influence by an ONAP staff person or ONAP volunteer panelist
having a conflict of interest ;or
3. Required information submitted by the applicant was withheld from
consideration.
Applicant must
send a formal letter to the ONAP director stating the reason for reconsideration
based on one or more of the three points above, and evidence of the
grounds for appeal. The letter must be received in the ONAP office within
30 days of notification of the ONAP grant award in question. An appeals
committee, appointed by the Oneida Nation Arts Board chair, will review
all requests for appeal and make recommendations to the full board at
its next business meeting. All decisions of the Oneida Nation Arts Board
are final and may not be appealed further
